Default AutoArchive Behavior

When AutoArchive is enabled, it appears you still have to
manually change the properties of each folder to actually
enable AutoArchive of the folder. Clicking on the "Apply
these settings to all folders now" button does not appear
to actually change the properties of individual folders.
Further, when a new folder is created after AutoArchive
is enabled, its properties are still set to "Do not
archive items in this folder". Is there any way to force
each existing and new folder to automatically default to
enabling AutoArchive?
