Demote and promote buttons.

Not sure what you are asking exactly:

Were they available in previous versions of PowerPoint? Yes.

Where are they in PowerPoint 2003? You can find them either on the
Outlining toolbar or they can be added to any toolbar using
Tools/Customize. You can also use Tab and Shift + Tab to demote and
promote.
