The database compares client information against various (currently 27) programs and produces a report of the programs the client is eligable to recieve

However sometimes funding is thin and so some clients are turned away just because there is not enough money to service them. I need to be able to produce a report showing that X amount of funds meant that Y clients did not recieve service even though they qualified otherwise

Since this is a completely new database, I can do anything. How do I set it up so that when budget time comes along this report shows how much money was actually needed previously

On a related note, can I show the 'programs eligable for' at an individual level with the staff's ability to interact with the list? Say, for example, have the 27 progams show on a list with two check boxes one generated by the database (pre selected based on the rules) and the other selected by the staff? (With 27 differing criteria to check against, the curent process is error prone an time consuming. The database will be evaluated based on these two criteria.
