Desktop Alert doesn't appear with Outlook 2003

Hi All,

i am using Microsoft Outlook 2003 and i am having both
windows XP and windows 2000. but on neither of machine
the Desktop Alert appears.
i have configured it at all places (registry and
tools/options...)everywhere. but everything is in vain.
finally i created some rule for myself which gives me the
desktop alert but i can't distribute that to 1000 users
in my organsation.

does anyone have any idea that why the desktop alert is
not appearing (any anti-virus issue as it is not coming
on any computer in my organisation, we use sophos).
