Desparate! Need Help. Outlook keeps resending attachments

I am trying to send an e-mail with an attachment. Outlooks keeps resending the e-mail and it never leaves the 'outbox'. I've seen it try to resend 30 or 40 times before I realized what it was doing. I have to cancel all tasks and delete the message from outbox to stop it. It never goes to my sent box. HOWEVER, the e-mail does go through...sometimes several times....to the person I'm sending it to? Outlook doesn't seem to realize the message was sent. I've posted this question before and I've seen that others have as well. I've seen no answers. Please help!
