The blocked senders/safe senders thing is always a bit of a muddle in my
experience. TECHNICALLY I think Safe Senders is supposed to take
precedence, but I've seen items from Safe Senders shuffled off to Junk
Mail and I suspect that Blocked Senders was the culprit.
It's always best to keep the Blocked Senders list lean or even empty.
Frankly spammers spoof their FROM addresses so often that Blocked
Senders rarely matters anyhow.

Thank you Ben. I did have "No Automatic Filtering" but had entries in
"Blocked Senders." I take it entries in the "Safe" lists don't matter. Does
Microsoft have this documented? I'll close this once actions confirm
resolution.
