Do not charge for Error Reporting issues.

Mircosoft should charge people when they are reporting an issue with their
software. I am trying to find out information for a problem with printing
watermarks created in Word XP and can not find any information on the issue.
I would like to report the issue to Mircosoft but the charge $35.00 to ask a
question.
