Do rules get applied to the 'Deleted Items' folder?

I am getting duplicate copies of emails in my local folders. I think it may
be because rules are getting applied to the emails as they come in to my
inbox, and then (sometimes) again after they are moved to the Deleted Items
folder. Does this seem possible?

With messages retrieved via POP, rules are only applied when the messages
are downloaded.

With messages retrieved via IMAP, rules are applied each time the messages
are downloaded. So, if you click your IMAP Inbox and mail is downloaded,
rules will be run. Then, if some messages are moved by the rules to a
particular folder and you open that folder, rules will be run again.

I'm not sure how it works with Hotmail. I'm guessing it's similar to IMAP.
