Does Format Painter include paragraph formatting?

From a Information Processing exam in which Repeat and Format Painter were
two reasonable choices for transferrring paragraph formatting; the book
answer is Repeat, however I tried Format Painter and it appears to transfer
paragraph as well as character formatting.
