Doesn't open due to outllib.dll error

When launching Outlook I get the error: Outlook has caused
an error in OUTLLIB.DLL. Outlook will now close."

As per knwoldge base artcicles I renamed OUTLLIB.DLL to
OUTLLIB.OLD. That didn't solve the problem.

Then I removed Office and reinstalled it afresh. That too
hasn't solved the problem. I still get this message on
launching Outlook.
