Don't want to receive until Send/Receive button is clicked

I seem to have the opposite problem of everyone else. I have a user who does not want to receive their e-mail from Exchange until they click the Send/Receive button. They are receiving large files on the road through a dial-up and have to wait too long to answer previous mail. Right now their mail is stored locally, there is no synchronization, there are no auto send/receives set and files larger than 100 kb are stored in the large file folder(this was done recently to help alleviate some of the connect time). I am probably missing something obvious but can't seem to find it. Any help would be appreciated.

Explain what you mean by "stored locally, there is no synchronization."
