downloading offline address book

I just upgraded to outlook 2003 and it now has the feature
to run in cached exchange mode, so you can run your
mailbox locally. However now it insists on downloading
the offline address book which I have UNchecked in the
send receive settings. So every few minutes I get a new
mail in my Sync issues folder and the error is downloading
the offline address book. We do not even want or need an
offline address book and I have my outlook set to online
only, no offline sync settings yet it still wants to
download the offline address book. Is there anyway to
stop this? I appreciate any replies.
