Is it possible to combine objects in publisher 2003 (latest version)?

E.g. draw two concentric circles and combine them into a 2D donut shape such
that I can color fill the "dough" area, and the "donut hole" should be
transparent, since there is nothing there.

Can I construct my own?

I'm actually trying to create the inverse of the donut as a DVD template. So
that when I cover a photo with this negative donut, the "dough" area will be
transparent and allow the photo to show though, the other area (the donut
hole and outside the donut) will be filled with opaque white.

Can't you just let content spill over the edge of the doughnut? Once the
finished publication is printed and trimmed, no one will know the
difference, and it means that you have a margin for error when the label
is trimmed (so you don't get white edges).

If you select your donut autoshape, fill, fill effects, picture tab. If you want
the photo lighter, use the picture tool on the toolbar and give it a washout,
play with the contrast and brightness.

Combining the way you are describing basically is layering circles on top of
each other. Once you fill the donut with your picture, draw a circle larger than
the donut and send it to the back.
