draw layout tables and cells is greyed out..!

thats it basically when i go to tools and click "layout tables and cells"on
the right the form is greyed out..! cant draw these geen boarders or blue
cell boarders please help..and also how do you link or chain together
hyperlinks like in the football example..? when you double click on one of
the blue hyperlinks in design on the football ex you get a form that shows
the link properties..where is this form...?thanks

If you have View Reveal Tags turned on, turn it off
Also check what is not enabled in Tools Page Options Authoring
