If I create a drop down menu using a Validation list, is there an
option that will also allow me to enter data that is not included o
that list?

If the short answer is no, is there any way to give me the option o
selecting an item using a drop down list or simply enetring data not o
the list?

Yes, very easy.
When the valitation-windows is open, select the "Error Alert" tab, and
remove the checkmark in "Show error alert..."

That's it, and that's that
