duplicate contacts checked box does not work

Hi everyone,

I have been having this trouble for quite some time now. I have the box
checked "check for duplicate contacts" but each time I get one it does not
ask me the questions just puts them in there. Some of my contacts I have 3-4
of them.
Please Help!!!
