Duplicate E-mail

I have seen various postings on this without a solution but...

We run Exchange 2000, Outlook 2000 and Win 98 clients. A user reports
that recipients are receiving two copies of his e-mails, the first in
Outlook Rich Text and the second, up to 10 minutes later, in plain
text. The user and his recipients have no rules in operation.

Any thoughts anyone?
