In the DWT add an editable region in the head section:

<link rel="stylesheet" type="text/css" href="mystyle.css"
<!-- #EndEditable -->
mystyle.css will be the default for new pages and the DWT, but you
can change it, or add a new link or embedded style sheet, in the
editable region in any page with the DWT attached.
