E-Commerce: Tracking Affiliate Visitors

The owner of my site wants to offer a 10% discount to visitors who
enter her site from a specific 'second' site. In fact, they want to
be affiliates to each other so that visitors from her site get a 10%
discount when they jump to the second site. How can this be done?

If a surfer clicks on our ad hosted on the second site and buys items,
we want to offer that surfer a 10% discount. In addition, we want to
be able to let the second site know about the sale.

In the future, both sites will want to merely earn a commission from
each other for sales gained from referrals. Can this be done with
FrontPage?

No, affiliate tracking cannot be done by FrontPage OOTB.
There are a number of scripts, 'boxed' or hosted solutions available
if you go do the reasearch.

I've written affiliate tracking and related code for LaGarde StoreFront
5 (ASP) merchants and I can tell you creating and managing an affiliate
program is not a piece of cake as one 'feature' leads to another
'requirement'
and before you know it you realize that the word 'affiliate' is the same
as saying 'salesperson paid on commission' which requires software to
create and manage the entire process.
