E-mail image reduction

Hi

Used to have a feature that when sent e-mail to "Mail Recipient", Windows XP Professiona would prompt if I wanted to reduce image. This feature seems to have been turned off. How do I get it back

I'm using MS Outlook 2000 (both XP & Outlook are running latest service patches

Any help would be appreciated
