How do I check if someone has read the e-mail I sent them?

Ask them. :)

There isn't any guaranteed way to do it. In Outlook you can select
"Options" and check the "Request a Read Receipt" box. That will often,
but not always, work. Not all mail servers support read receipts, not all
clients support them and it is possible to read a message without
triggering the receipt.
