*.ecf files missing in Outlook 2002 setup

I get an error message on loading. These are apparently add-in files eg, my
Rules Wizard doesn't work. I've used detect and repair, reinstalled etc, but
to no avail.

Do I need to have Outlook Express installed to run Outlook 2002?

Help appreciated.
