Editing Database Results Error Messages

The error messages are pretty vague for errors in database results pages. Is
it possible to replace these messages with one of my own design?

For example, if someone attempts to enter data in a form without creating
their own UserID, then they get this message: "Error Description:
[Microsoft][ODBC Microsoft Access Driver] You cannot add or change a record
because a related record is required in table 'UserIDs'."
