Editing Entourage's Toolbar

As far as I know, that¹s a no-can-do. Entourage does not allow for custom
configured toolbars. I agree, though, that it would be a nice feature.

Does anyone know how to edit what icons appear in the Entourage toolbar?

You can¹t.

You can send feedback to the developers on this issue. Use the last menu
item under the 'Help' menu - "Send Feedback on Entourage". This message will
go directly to the developers. The more people that request this feature the
more likely it is to be implemented.
