Email from Contacts ends up in Junk Mail Folder

I'm frustrated with Entourage 2004. Every day a significant number of
legitimate emails - from my contacts listed in Entourage and from
domains I've OK'd - end up in my junk mail folder. Every time I get one
of these messages I tag it as "not junk" and select "add this domain to
list of safe domains" or whatever. I'll go into the safe domains under
Tools and I'll see all these listed as safe yet they continue to end up
in Junk Mail. How can I fix this?

I'm using the latest version, 11.2.1.
