Email message cleaner

While back I had a program that cleaned email messages of extraneous
characters. I.E. the carets >>> from forwarded messages. It cleaned a
couple of other things which have forgotten.

Anyone know the name of the program?

I like (and paid for) one called Message Cleaner.
