A newsletter sent as the message in an email goes through the website html
coding engine, and is converted to either html or an image. Neither of which
can be centered automatically. If you send the newsletter to yourself, you
perhaps could then center it in OE before forwarding it to others.

FWIW a Publisher newsletter that is sent as a message in an email is sent in
either an html format or as an image. The recipient does not need Publisher
to view it. This is not to say that sending the newsletter as a PDF that is
attached to the message is not a viable, and perhaps superior method of
sending the newsletter.

When sending in that manner, you are limited to a page. If that is
acceptable, so be it.
