Are you hitting Send or Send Later? Are you getting any kind of error that
is preventing a message from being sent?

Send ALWAYS sends mail to the outbox. Entourage then sends the e-mail as
soon as it connects to the outgoing mail server. This happens immediately if
you chose Send Now, rather than Send Later, and you're connected to an
"always-on" Internet connection, such as cable or DSL. If you chose Send
Later, Entourage will send the message next time it runs a schedule that
includes the action "Send All". If you are connected via dial-up, your
computer must dial the connection before it sends, even if you chose "Send
Now".
