Emailing Newsletter

All,

I've created a newsletter using a Publisher template and I'm happy with it.
However, if I'm reading the capabilities correctly, I can only send that
newsletter as an attachment and not as an email. I don't want to send it as
an attachment. Can anyone suggest any tricks around this format? If not, how
about an alternative program?
