endnote & cross-referencing numbering problem

I am having difficulty with the numbering of endnotes & cross
references. I would like all the references within my text to be in
numerical order through the text. At times I have to insert a cross
reference to an existing endnote before the original endnote reference
occurs. It therefore ends up looking like this:

Once3 upon1 a2 time3 I went for a walk
------------
1 ref a
2 ref b
3 ref c

But really it should look like:

Once1 upon2 a3 time1 I went for a walk
------------
1 ref c
2 ref a
3 ref b

After putting in the cross reference I have tried doing 'select all'
and 'F9' but nothing happens. Any ideas? Thanks in advance,

You need to insert the footnote as the first reference and the
cross-reference to it later; that's the way it's supposed to work. If you
were doing this in running text ("see footnote 3"), it would be a different
matter.

Yes I realise that is the way it is supposed to work - but
unfortunately you don't always have the luxury of writing the text in
the final order from the start. So if you want to insert text earlier
on - you have to change when you first put in an endnote.

In that case I would cut/paste the endnote reference to the new first
mention.
