Entourage 2004 11.2.3 w/Exch - Synchronization not reliable

I have one user whose Inbox is not synchronizing even though I invoke a
synchronize now. Does this mean that I need to empty cache every time
this happens and subsequently download everything again?

Try rebuilding the database. There might be something funky with it.
If nothing at all ever synchs, then there might be something wrong with
the settings.
