Entourage 2004 Mail Message Templates

In Outlook 2003, at work, we're able to use a standard mail message
template for all outgoing work correspondence. That is, by default,
each outbound mail message uses a specific background .gif file to
create an image. Is there a way to have Entourage 2004 do the same thing
aside from me having to manually insert the .gif file each time?

I think .tiff and .jpg (.jpeg) files may look better than .gif, by the way.
