How does a Mac user open an attachment to a shared calendar event that
was created by a PC user with outlook??

When using a Mac I see no option to attach a file to an event...

That's not supported in Entourage 12.1.5 but it is supported in
Entourage for Exchange Web Services (EWS), which is in beta right now.
You might want to look into it:
