My exchange account will accept file sizes of 400MB, however, I cannot
send a file attachment of 8MB. Mine and the recepeints accounts are
not full, or at any limit that would restrict the xfer.

Where do I look to establish the blocking of the xfer.

Within the exchange server settings there is a setting to restrict the
maximum size of any message. IIRC, the default setting is 5mb, however, your
sysad can set it to whatever they like.
