when I try to reply to or forward mail, I get this error message after
a long hang-up. I haven't been able to get any answers from anybody on
it.

It sounds like an error from the SMTP server. Check with your ISP whether
their SMTP server is working OK, and ask them if you need "authentication"
when sending. If so, go to Tools/Accounts/that account/Edit, and click
"Advanced sending options" at the bottom, and check "SMTP requires
authentication/Use same settings". But it sounds more like a connection
error to me.
