Error -3259

I have one user who is receiving an error -3259 every 10 minutes or so.
Started about a week ago. User set up with OS X Tiger and 11.2.3...

Error: An operation on the server timed out. The server may be down,
overloaded, or there may be too much net traffice.

Explanation: could not post this article; Account name "microsoft news
server"

Error -3259

This person is not a member of any newsgroups.

Anyone seen this before? Any fix?
