Error 5006 connecting to Project Server 2002 via webaccess

I try to connect to my project Server 2002 via webaccess.
If I enter a correct username / password, I get a message:

"Microsoft Project Server couldn't log you in at the
moment. Please try again later (5006)"

(This is a rough translation of the german error message:
Microsoft Project Server konnte Sie momentan nicht
anmelden. Bitte versuchen Sie es später noch einmal.
(5006))

If I enter an invalid username / password, I get the
message hat the username /password is wrong.

So, I deduct that the project Server correctly recognizes
my correct username, but denies me to log in.
I restarted the server, but it did not help.

Can somebody help, please? It's urgent.

Suggest you delete then recreate MSProjectServerUser and MSProjectUser
associated with the SQL database

Dear Mike,

thanks, but it was our IP Port filter on the server.
We closed all ports exept the necessary ones . However,
Project talks with its compontents (SQL,
SharepointTeamServices) via dynamically assigned ports.
Therefore, a port filter on the machine is the death of
ms project server. So let's put it behind a firewall.
