Error: Cannot download templates for last several weeks.

I am running Windows and Office XP sp 2 and have tried to download templates
for the past couple of weeks. At first I waited a couple of days and thought
there really was a server problem, yet a co-worker can download at home.
Please advise. Error Message:

This template cannot be downloaded at this time because of a problem on a
Microsoft Office Online server. Try again later.

Empty your Temporary Internet Files cache
In Internet Explorer, click Tools, and then click Internet Options.
On the General tab, click Delete Files.

Delete the Office Online cookie reload the page and try again.
