Error Code 9603 When Accepting Timesheets

I received a screenshot from a user who encountered this error when
accepting time from her team members. The exact error was "An
exception occurred in the Project Server. Project Server encountered a
problem with this error code: 9603. Please contact your server
administrator.

I saw that a few other people on here had experienced this, but with
no explanation as to why this has happened. I read that this error
might be a database access error. ???

The only facts I can contribute (and that would seem relevant) are
that it was time on 4 different projects, and this time acceptance had
occured on the first of the month in the late afternoon, a time when
all or most of the project managers like to accept time for the
previous month. So, there's a small chance that the database could
have hiccupped at the time. However, I don't plan to tell the user
this because I don't know for sure yet.

Any insight on this would be appreciated.

Thanks for the response. We are using MS Project Server 2003 SP2a.

We have one database and one app server. As far as O/S and hardware
specs on these, the database server is on Windows Server 2003 SP1 with
a Xeon dual 2.2 GHz and 3.75 GB of RAM. The application server is
similar but running on SP2 and with a tad more RAM (3.81 GB). Not sure
if all of that was needed, but what the heck :)

Going further into the numbers, and I am not too in tune with the
business process, but my rough estimate is that there are at least a
couple dozen project managers accepting time in the afternoon on this
particular day of the month each with multiple projects most likely
per project manager. With the growing number of projects over the past
couple of years, I'm not sure if all this might have caused this
"hiccup". This is the first and only reported incident of this nature,
so I am not too worried yet.

The user hasn't reported any further errors, so this was only an
isolated incident. :-\
