Error - Form Template not trusted

Hello All,

I have an InfoPath form that access local files on the client machine.
I created a trusted InfoPath Form MSI using the RegForm utility
(followed the MSDN article to create trusted form), then deployed it to
a WSS Site (followed an MSDN article for that also). I deployed the MSI
on a client machine. When the user tries to read files from the WSS
Site, an error appears "stating that the form template was not fully
trusted"

Any thoughts or suggestions on this?
