error in sending message Outlook 2003

I received this message when I sent an email to my
friend. I just installed Office 2003. I have never had
this problem before on Office Outlook XP.
How can I fix this and what is causing this error.

This is an issue with the mailserver you are connecting to. Contact your
administrator or ISP to notify them of this problem.
