error message in excel. can someone explain

i am getting a message that reads " the file you are trying to open is
blocked by your REGISTRY POLICY SETTINGS".

THE QUESTION IS WHERE AND HOW DO I GET TO THAT TO UNBLOCK IT

Hi,

It sounds like your administrator has set a policy within Windows that
prevents you opening certain types of files. Contact your administrator.
