No it does not work in safe mode, nor if the firewall is
disabled. suggestions I tried are below. This problem is
a recent one, Outlook has been working just fine until
the last week or so, when this error message became more
frequent occurrence. I have run a virus check on my pc
today and it shows as being uninfected ( although who
knows?) On Friday, after several attempts to access
outlook, I finally got in and set up two additional
accounts for my two additional users, and two new
identities, and now Outlook seems to be locked - if I can
actually get past the error message - on one of the new
accounts, being unable to access or update the program.
Very annoying and Very frustrating.

Also try (if the above doesn't work):
Close outlook, find and delete all these files in a
single attempt:
outcmd.dat
extend.dat
frmcache.dat
Then launch outlook.
(If using Windows 2000 or XP, you will need to enable
searching
hidden and system folders.)
Then if still not working, try:
Look for the "Inbox Repair Tool" in
Start | Programs | Accessories |System Tools
If you don't find it there, just perform a find on your
hard drive
for "SCANPST.*". This will bring up both the executable
and
the Helpfile that accompanies it.
If you run this tool and are still having problems, open

Rename outcmd.dat and *.SRS (C:\Documents and Settings\username\Application
Data\Microsoft\Outlook)
Does it work if you use safe mode? (start menu, run, type outlook /safe)
Are there any errors in the error log?
Does it work if you disable the Norton firewall?

I am unable to open Outlook - get the error message above
EACH time I try to launch it. I am running Windows XP,
have Norton installed, checked the firewall allows
Outlook. I have uninstalled, reinstalled Outlook and
downloaded and installed the service pack update. I
