Error message starting Outlook 2000

Hi, I am getting the following when starting Outlook:

'Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
Vbscript.dll to self register. The file cannot be found. File C:\Program
Files\Microsoft Office\forms\1033\secrecs.ico'

I looked for Regsvr32 on the hard drive tried to run it and it doesn't work
for it doesn't have a name associated to it seemingly.....

I have no clue here.
