Error Message when publishing to website

I am an adult member of a Boy Scout Troop. One of our
scouts designed, built, & published our Troop website
using Microsoft Front Page 2002 that the troop
purchased. The scout is moving on, and we wanted to
transfer control to another person. I loaded the program
and the website on my home computer, and the scout made a
slight content change. He attemped to publish it to the
host system, but got some errors. The error message
encountered was:
550phover.class. Operation not permitted

Please advise corrections.

Remove the hover button and see if the site can be published?

Do you have Windows XP with SP2 installed?
