ERROR MSG: "This action is only valid for products that are currently installed."

When attempting to open a open a JPG image with the context menu and
using "Open With" to select Photo Editor (as the default is the Picture
and Fax Viewer), I receive the error message: "This action is only
valid for products that are currently installed." I can lauch Photo
Editor separately then open the JPG with no problem. Any ideas?
