Error Sending Outlook Express Mail

The connection to the server has failed. Account: 'Yahoo
Mail', Server: 'SMTP.MAIL.YAHOO.COM', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error
Number: 0x800CCC0E

Moved from cable connection to AT&T dialup.
Can send mail fine.
Disabled all firewall and virus checking software
Scoured MS dbs but cannot find solution to this error.
Anybody have any thoughts?
