Error when opening a CSV file when encoded as UTF-8

I have an error when opening a CSV file when encoded as
UTF-8, it takes the text literaly without transforming
some double byte characters. From what I understand UTF-8
is a mixed byte format. Can anyone help me?

I only know of a work-around to open the CSV file and save
the file as a two byte (unicode) setting.

Is there a better way?
