Error when opening Outlook: The operation failed.

Hi,
I am running Windows XP with SP2 and Norton Anti-virus 2003 fully updated.
I am having the following issue with Office Outlook 2003:
1. While Office Outlook is closed, try to send an e-mail, ie. from one of
the following locations:
A. My Computer by clicking on E-mail This option in the Explorer task pane,
or
B. From Microsoft Word by clicking File > Send to > e-mail, or
C. From a web page by clicking on an e-mail link
(mailto:[email protected]).
2. Office Outlook opens an empty e-mail where you can compose your mail and
cclick send.
3. Office Outlook 2003 loads in the background and Winword as Task Manager
indicates, trying to send your mail.
4. If from that time on I try to open up Office Outlook from the Start menu,
let's say just to check that my mail was sent successfully, it does not
open. Neither is there an icon on the System Tray. It gives the following
message if you try to start it:
Microsoft Outl (title bar)
The operation failed.
OK (button)

As you see even the title bar of this error message has something wrong
about it. It is trancated. The only solution for me is to Log off and back
on again.
Does anybody know why this issue arises? By the way, I am using Word as my
e-mail editor.

P.S.: I tried disabling Norton Anti-virus 2003 e-mail scanning but the
problem continues.
