Error: You do not have sufficient privileges to modify the current configuration

Windows XP Home on an AMD 1600+ CPU, 512MB RAM

When I open Outlook 2003, I get an error message box: "You do not
have sufficient privileges to modify the current configuration."

HUH!!!

I am the only user of this PC and am the administrator.

What does this mean and how do I clear it?

Any help would be greatly appreciated.
